Prime Minister Ion Chicu participated in a weekly meeting President Igor Dodon and Parliament Speaker Zinaida Grecianii. The officials discussed stages of preparation of the presidential elections, due in next November, in a free and democratic way, the fiscal policy for 2021, as well as the continuation of investments in the infrastructure.   At a news briefing, PM Ion Chicu said Moldova was on the eve of a complicated test as to the holding of the presidential polls in November 2020. The government will take all measures dealing with the supply with the needed materials in the context of the pandemic. At the same time, the opening of polling stations in hostels and kindergartens will be banned.    "The cabinet will do its utmost, to that the elections be carried out democratically, according to the highest international standards. We want all citizens to be able to exercise this constitutional right, including those from the Diaspora. Representatives of the Foreign Affairs Ministry are concerned about the identification of spaces for polling stations, taking into consideration more challenges in the evolution of the pandemic in some countries,’’ the prime minister noted.        The government’s leadership urged the politicians not to compromise the ballot through insinuations alleging that the elections are rigged, as some attacks against the Central Electoral Commission (CEC) are noticed. ‘’The CEC’s leadership was elected democratically back last year; therefore, when some politicians come up with insinuations, with charges about rigging, they should bring evidence and realize what such statements can lead to. I call on the politicians to edify their electoral campaign on projects oriented towards the well-being of the citizens and not come up with groundless accusations against CEC,’’ Ion Chicu said.        The PM said that the government this week had submitted the budgetary and fiscal policy for 2021 and there are more proposals on providing additional support to the economic sector.     Ion Chicu informed also about the continuation of capital investments in infrastructure. He specified that, so far, the works had been carried out according to the terms established and the economic agents allowing deviations from the quality standards run the risk not to be paid.      The prime minister also referred to the water supply system in about 11 settlements from the central Hancesti district, so that drinking water from the Prut meadow ill be provided in more villages till late 2020.

Ion Chicu: „Government fulfills commitment towards veterans by setting up bureau for relations with veterans”

Prime Minister Ion Chicu today summoned a meeting, in order to discuss the work of the newly created bureau for relations with veterans.   The participants in the event discussed the tasks due to be fulfilled by this structure of the State Chancellery, the Bureau’s mission and basic duties. Following a contest, in which more representatives of veterans, as well as specialists in the social protection sector participated, three out of those five civil servants of the bureau for relations with veterans were employed, including the Bureau’s head, veteran Nicolae Girbu.   The PM asked the Bureau’s employees to quickly work out the activity plan, so that the support expected by the veterans on behalf of this governmental structure is provided as quickly and efficiently as possible. The prime minister proposed to organize, in the next two weeks, a meeting of the National Council of Veterans (CNV), so that Bureau is able to present information on the actions carried out and its activity plans, as well as to synchronize its actions with the requests and expectations of the veterans’ associations, which they communicate within CNV. The PM clearly asked the Bureau’s employees to carry out their activity in strict accordance with the subdivision’s regulation, without political involvement.        The State Chancellery’s leadership informed about the way of decisions of the action plan for the next four months and some actions are to be given final touches for 2021.   Nicolae Girbu referred to the need to monitor the legislative framework, which is to enhance the trust in the state’s actions. ‘’We are set to ensure the veterans’ access to the facilities and services already provided by the state, as well as to come up with new proposals meant to ease the veterans’ life. We will also ensure a dialogue with all veterans’ organizations, with the central and local public authorities (APC and APL), in order to quickly identify the cases which are to be settled,’’ the head of the bureau for relations with veterans said.      The Bureau is meant to ensure an efficient communication between the veterans’ public organizations and the government, in order to settle the problems they are facing. Three persons work at the structure and another two ones are to be selected at a contest organized by the State Chancellery. 

Moldovan premier says investments in infrastructure priority for cabinet, way to back economy

Prime Minister Ion Chicu chaired a meeting of the Road Fund Council. The participants in the event unveiled a report on the march of the works of national roads’ repair and maintenance during the first eight months of 2020. At the same time, they considered and approved a draft government decision on the amendment of the programme on the distribution of the Road Fund’s means for this year.   The Economics and Infrastructure Ministry (MEI) presented to the Council information on the carrying out of the works of maintenance and reestablishment/construction of the road infrastructure, financed from the Road Fund, as well as about the implementation of the Good Roads project and those financed from financial sources attracted from abroad. The state will spend about six billion lei for the roads’ infrastructure this year, of which 1.6 billion lei from the Road Fund and 1.375 billion lei – from the state budget for the Good Roads programme.     According to information unveiled by MEI, more than a half of the volume of work planned for 2020 have been already carried out and the rest of the works scheduled in the programme will be carried out till the end of this year. At the same time, as a result of the efficient turning to account of the means planned, savings were also made (about 40 million lei), which will be re-directed to repair additional road segments, which were initially not included in the plan for 2020.     PM Ion Chicu drew attention of the officials of MEI and State Administration of Roads about the quality of the works carried out. He reiterated the government’s position not to pay financial means to the companies due to allow deviations from the quality standards.

Prime Minister Ion Chicu chaired a cabinet meeting, with 36 drafts included on the agenda.   In the beginning of the meeting, the PM welcomed the appointment of Daniela Cujba as state secretary at the Foreign Affairs and European Integration Ministry.  Chicu noted that the experience in the European integration field represented an advantage for Moldova’s European integration.     The cabinet gave a positive note to the draft on the approval of the list of students from the higher education institutions and pupils from post-secondary vocational education institutions – 15 in all, who will be provided the scholarship of Moldova’s President, as well as a list of those 62 candidates who will receive merit scholarships for the 2020-2021 academic year. The draft’s goal is to back young people’s academic performances, their involvement in the settlement of the state’s social and economic problems.   At the meeting, the government approved the starting of negotiations and approving the signing of the Addendum No 1 to the agreement on financing between the Moldovan government and the European Union on the development of rural zones from Moldova, signed in Chisinau on 21 July 2017. The agreement envisages the providing of a grant worth 63.831 million euros. The Addendum’s goal is to extend the term of accord’s operational implementation by 12 months.        Also today, the cabinet ruled to initiate talks and approve the signing of the agreement between the Moldovan government and the European Commission on the carrying out of the project, EU4Moldova: Facility to support the health response to the COVID crisis and Association Agreement related Reforms. The project provides for the offering of non-refundable assistance worth nine million euros.     The cabinet of ministers approved regulation on the procedure of recognizing groups of farmers. The regulation sees the benefiting by the recognized groups of farmers from non-refundable financial assistance on behalf of the state during five years beginning with the moment of recognition. Also, Agriculture, Regional Development and Environment Minister Ion Perju informed about the evolution of the payment of compensations to farmers. He said that 260 million lei out of the overall sum of 300 million lei had been paid.   Education, Culture and Research Minister Igor Sarov unveiled for approval a draft government decision, which provides for the endowment of general education institutions with 150 desktop computers. They were donated by South Korea, based on a memorandum of understanding on cooperation in the information services sector. This year, the government allocated over 20 million lei for purchasing the technical equipment needed in schools. At the same time, due to the support of foreign partners, another 11,500 information technology units are to be received.      „The supply of education institutions with information technology, in the context of the pandemic and organizing the distance education process, becomes a priority of the government. I learned that, last time, computers were bought in 2009, within the SALT programme. This is the situation in which we entered the pandemic. The World Bank’s project will be extended, so that the schools’ endowment with technical equipment meets the needs,’’ Prime Minister Chicu said.     The participants in the meeting approved a draft on the concept of governmental services of electronic payments (MPay). It will contribute to the simplification of the procedure of payment of more bills, as well as to the modernization of public services.      PM Ion Chicu stressed the importance of overcoming the situation after a 22 September ruling by the Constitutional Court (CCM) on the Constitution’s amendment in terms of the judicial system. ‘’After we received a positive opinion from the Council of Europe, Venice Commission, EU’s development partners, United States, we have got to impossibility to promote it further as it is agreed upon with the foreign partners. Justice Minister Fadei Nagacevschi is now in Strasbourg, in order to identify a solution as to how we should continue the justice reform. First of all, it is about the amendment of the Constitution; one of the unapproved articles deals with the limiting of the interference of the political factor with justice, including some powers of the Moldovan president. The High Court’s decisions cost us more than six billion lei,’’ Chicu said.       Deputy Prime Minister, Finance Minister Serghei Puscuta noted that the early next October would have a major pressure on the state budget expenses. In the first week, the pensioners will receive their one-off allowances worth 900 lei, which amounts to 600 million lei in all. Also in this period, the state will fulfill its financial obligations to the public sector employees, with about 400 million lei necessary here. Additionally, over 680 million lei will be directed to the National Bank’s Fund, as a result of the state budget’s obligation to the National Bank, following the 2014 bank fraud.   

South Korea Governrment donates 150 computers to 30 schools in Moldova

The Government of South Korea has donated 150 computers to 30 schools in Moldova. A draft decision in this regard was approved at the government meeting yesterday.According to the Minister of Education, Igor Sharov, computers will reach classes that do not meet the required standards.
